The Gatlinburg Planning Commission meeting Thursday evening at City Hall drew quite a crowd. Norton Creek LLC and Earl Worsham, PJV requested a consideration for a preliminary PUD site plan approval for “Norton Creek PUD, Phase I,” located on Norton Creek Road. A group of about 15-20 citizens from the Norton Creek Community attended to voice their concerns about the development.
Candi Brownlow, who identified herself as the President of the Norton Creek Community, was the spokesperson for the group. The community was concerned about the amount of homes that would be built in the area and the capacity of the road that runs through the area to handle the volume of additional traffic.
The spokesperson for Worsham and Norton Creek LLC reassured the residents that they were all working for the same goals. Worsham personally assured the crowd that the developers are working intensely to have the least amount possible of impact on nature. Houses, which will sell for a minimum of $300,000, will be at least 300 feet from the creek. These homes will be large private construction of natural elements of logs, stones and wood. There will be no rental or time-share programs. A strong trail system and homes are designed to be compatible with the mountain look. The development will also sponsor a “Trout Club” and mini-pavilions.
The Norton Creek developers will be consulting with the Sevier County Highway Department for input on the road. It was agreed that the developers will hold a town meeting to address any further questions. The crowd voiced their appreciation and accepted the promise of future meetings.
Planning committee chairman, Robert Maples, stated that this was the most beautiful concept he has ever seen.
The Worshams own 3,300 acres and are only selling approximately 500 acres. The developers claim a maximum of 200 lots will be developed out of the 500 acres. It is estimated that there probably will not more than 150 actual residences on 500 acres.

Approval of a preliminary PUD site plan for “Paradise,” Tax Map 106, Parcel 26.05, located on Gumstand Road, RR-1 zone, requested by Carlos Ortiz.
Approval for a preliminary PUD site plan for “Ogle Point,” PUD Phase I,” Tax Map 127H, Group A, Parcel 32, located on Ogle Drive West, R-1 zone, requested by Joe Shults.
Approval for a resubdivision for “The Enclave,” Tax Map 116, parcel 49, located on Cove Mountain Road, RR-1 zone, requested by John Black.
