Bill Frist (R-TN) announced that Howard Liebengood will serve as the new chief of staff for his Senate office. He replaces long-time Frist staffer Emily Reynolds, who has been appointed to the position of Secretary of the Senate. Liebengood brings a wealth of Tennessee and Senate experience, having recently served as the chief of staff to retired Tennessee Senator Fred Thompson.
“Emily has been a loyal, dedicated professional who has supported my efforts from the beginning, and will be a great asset in her position as Secretary of the Senate. She leaves some big shoes to fill and I’m fortunate to have Howard stepping in to manage my Senate office,” said Frist. “Howard brings a legacy of public service to the position, where he’s served on the staff of many Tennessee greats including Senator Thompson and former Majority Leader Howard Baker. We have many state priorities to address in the 108th Congress, and I’m confident that by working closely with Howard on many key issues, we’ll be able to accomplish a lot for Tennessee and the nation.”
Liebengood has extensive experience in government, the private sector and the military. He served as captain in the U. S. Army Military Police Corps and earned a Bronze Star and Army Commodation Medal while serving his country in Vietnam. Upon returning from Vietnam, he practiced law in Nashville and then moved to Washington to serve as minority counsel to the Senate Watergate Committee. He also served as a consultant to the Senate Church Committee, minority staff director of the Senate Select Committee on Intelligence, legislative counsel to Senate Minority Leader Howard Baker (R-TN), and as the appointed Senate Sergeant-At-Arms, the chief law enforcement protocol officer and managerial support operator of the United States Senate. Liebengood most recently served as chief of staff for former Senator Fred Thompson (R-TN). Prior to joining Thompson’s staff he was vice president of governmental affairs for Phillip Moms Companies. Liebengood graduated with a degree from Kansas University and the Vanderbilt University Law School.
Reynolds is a veteran Frist staffer who has worked with him since his first campaign. She served as finance director and deputy campaign manager of his Senate campaign in 1994 and then as his state director for six years. In 2000, she was campaign manager for Frist’s re-election campaign and then came to Washington in January 2001 to serve as chief of staff. Reynolds today holds the title of Secretary of the Senate. Nominated by Frist, she was elected by Senators to supervise the day-to-day operations of the United States Senate.
